From: http://en.wikipedia.org/wiki/Lex_Lutor#Superman
Several months after Superman first appeared on the scene, terrorists attacked a society gala aboard Lex Luthor's yacht.[6] Luthor observed Superman in action and then tried to hire him out after Superman dispatched the gunmen. But when Luthor admitted that he'd not only anticipated the attack but also had arranged for it to occur in order to lure Superman out, Mayor Berkowitz deputized Superman to arrest Luthor for reckless endangerment.

Luthor's (temporary) incarceration left him seething, and he swore to make Superman pay for the humiliation. He has since devoted much time and energy to that goal.

Luthor's motive for hating Superman varies over time. Contemporary stories portray Luthor as a man who sees himself as mankind's last best hope, and Superman as the threat. He was a man driven to succeed on his own, coming from nothing in a harsh environment; Conversely, Superman was granted power by random fate. While Luthor lacks the compassion or nobility to be a hero, he has a cunning and cruel mind. While on paper, Luthor has remained spotless, Superman has survived countless subsequent attempts to kill or discredit him.

A really good story on this is Lex Luthor, Man of Steel, which gives you a good insight as to what Lex is thinking about Superman.

Of late, the hatred also grew because Superman exposed all of his crimes, and also got him thrown out of the presidency.

It depends if you are going by the original comic or if you are going by Smallville. In the original Lex elieved Superman was responsble for his bald head. Plus, he was just a bad dude so that makes Superman want to come after you.
On Smallville Clark saved Lex's life when Lex crashed his car into a river. They became really close friends, but jealousy over Lana and mistrust has led to them becoming enemies. Plus, Lex is becoming a bad dude and that makes Superman want to come after you...for the record, though, I was on Lex's side last season and the first part of this season..clark was just too whiny for me..but now I'm not sure
