If you get a real estate broker license in california can you accept referral fee payments from real estate agents/brokers from other states

Yes, and there are many agents who make a lot of money practicing real estate this way. Your broker has to sign any referral sheet to make it official.

What a great way to make money and let someone else do the work. Just do it- have your broker sign the paperwork and get busy with the referral's.

Yes! This is a common practice and we do this daily! Be sure however to use a contract for the fees and if required, report them to your broker or multiple.
