try a different brand or try think mascara...it brings out ur eyes just as well that or u can put it on the inside of ur bottom eye lid

This is a common problem with pencil eyeliner, liquid eyeliner stays put and doesnt give you the raccoon eyes effect if you let it dry completely beforetouching your eyes. Try a good liquid liner like Almay, with a felt tip applicator, which makes it easier to apply.
Also, use some setting powder (clear or skin color powder makeup) underneath your eyes after you apply your eyeliner (pencil or liquid) this helps to keep it from smudging or running under your eyes.

sometime if you buy the liquid makeup remover (it probably in a little bottle) you can put it on the end of a q-tip and wipe off some of the eyeliner that gives you the raccoon eyes

Use a kohl eyeliner (possibly a lighter colour if you find it's very dark). Blend it with a Qtip. If you are using eyeshadow, dab the Qtip in the eyeshadow and blend the eye-liner with it. Your look will be beautifully smokey and mysterious.

Estee Lauder makes a special cream you can put under your eyes it costs about $15 and really works
i forget what its called but if you go up to the counter at a department store and describe i'm sure they'll know what you're talking about!

Dust your eyelids and under eyes with your face conclear...the matte in it holds the color and prevents that "coon" look....I mean after all, no one likes looking like the lead singer of KISS!
