If you live in the SF Bay Area, CA there is an organization called The Princess Project. Here's the link:

Otherwise, you can ask friends and family members if they have any bridesmaid or evening gowns they'd be willing to lend or give to you. The other option is to check thrift stores in your area. A seamstress can help alter/update a dress.

I don't know where you can find a FREE prom dress but ebay has some cute ones for cheap!
