It's not so much the quantity as the severity of the weather. You could have little snow and high winds causing whiteouts which would close schools. School closures are based on the safety of the children, not the quantity of snowfall.
Having actually seen a schoolbus full of children ignore a "Highway Closed" sign and drive directly into a 20ft high snowdrift, and have to be rescued, I think it has more to do with the stupidity of the bus drivers myself.

It all depends on where you live. Down south where their highway departments are not equiped to handle any amount of snow, they'll shut down with just the threat of snow. Up here in the north where our snowplows and sandtrucks are plentiful, it takes a whole lot of snow to have anything close. They'll shut down the buses for the rural kids but the city kids will still have to go to school.

Depends on the area. I know people in Tenesee who had a snow day after 1/2 an inch of snow but I live in New York and it took almost two feet before we had a cancellation.

Example: In Texas, it takes an inch of snow to cause some closures and delays.

In Switzerland, about 10 foot.
In the UK, the threat of a light shower within 50 miles normally does it.
