No, this is hi-speed DSL or cable. Do you use Rodgers for cable?

If it were dial-up you would potentially hear the modem grinding away when you connect.

Does your computer make noises like a fax machine when you go on-line? If it does then you're using dial-up. If it dosn't then you could still be using dial-up. look in the system trat (bottom right of screen) there should be a couple of small monitors together. Hover your mouse over them and look at the speed, if your on broadband it will be wel over 100KB/s and probably less the 50 if your not
