I mean here am I thinking that might be a nice way to allow mother earth to build up some highly condensed pressure and then just when it's time to release a little pressure the volcanoe will just start launching thousand pound cement balls all over the island? What are they thinking?

I am not an expert however i do not believe it to be a Cork In the Bottle approach. Possibly to reduce the flow more than to stop it. However it is not likely to be successful as the thermal pressure is likely just to find new fishers in which to escape. There time and effort would be better spent evacuating people form the affected area until it subsides. Only my opinion.
