You can change the home page in INTERNET OPTIONS...

Get there from the CONTROL PANEL or from within the browser menu at TOOLS, INTERNET OPTIONS...

You should see a HOME PAGE setting... just change it there to whatever you like!

If you have malware on your system that keeps changing it for you, see the below reference to clean it up!

First, click start and go to the control panel. then, when you're there, click on Network and Internet Connections. After, click Internet Options. When you get there, there should be a section titled 'Homepage'. And under it there should be a white box that you can type in. Delete whatever is in there now and type http://www.rr.com/flash/index.cfm in the white box.
