Dependent on what you want - if you want something static with no shopping facilities, maybe you could go for Wordpress? Easy to setup with plenty of plug-ins which are easy to install to make an individualistic site?

Buy a book called "Build Your Own Website" published by Haynes (the car book people) Shows you how to download a free web building program called NVU which is very good and gives step by step instructions and background of how to build a good site. Best £15 I ever spent!!

Simple answer - get a professional to do it for you. If you want a quality website and want to attract custom from it.
You will save yourself a lot of time and aggro in the long run.

The first thing to say is you can't do it for free. If you are in the UK go to 1&1 for a web building package, a name and registration and the uploading of your site. There is a bonus with that, there is a logo on your site and every time someone clicks on it you get sent cash. Anywhere else, buy a web builder succh as Yahoos' or Rapidweaver and then buy your URL and upload it.

simple html is quite easy to do, lots of online help for that. but you probably want to do online selling etc, which isnt so easy. sorry but people put a lot of effort into learning this stuff, they can expect to get a return on that investment, if it was easy enough for you to do yourself we would all be doing it.
