I read that all presidents & vice presidents have to wear them outside the White House. But is that true for former presidents & vice presidents? I don't understand why he always looks so stiff. Maybe that's why? The secret service does still follow them around.

Al Gore should have rightfully been our 43rd President of the United States, and I'm greatly disappointed that he knows this fact, but hasn't done a blessed thing to challenge George Bush's stealing the election! Why?!
If he does still wear a bullet proof vest, he should do so because he wants finally to take on the powers that be which stole the presidency from him and lied to the American voters, and helped George Walker Bush(whacker) steal the presidency not once, but twice, through vote machine 'software' tampering!!!

you are asking an interesting question and you are answering your way, the way of frank Sinatra -- "i did it my way" it reminds me. now, "still" is too much in your question -- I find Mr. Gore very respectable and humorous...not at all "stiff" and he did add a human touch to the many artists we have all from around the world. whether the secret service does follow him around "yes or no" is a "secret" -- and should be kept that way. hope it helps.
