I have heard that if you make any website and if public comes to your website just for watching anything over?

watching anything over your website , you can earn each time someone visit your page , is that true ?
if yes WHat is the principle working behind it ?

yes, this is true. there are companies (like google) that will place ads on your site and pay you for each page view.
