It is offered, in a way. Quality starts count towards WHIP and ERA. This is why some pitchers with fewer wins are taken even though pitchers with higher total wins are not. And also why Chien-Ming Wang is so over rated, he wins games because his team scores 30 runs a game - I could win half those.
If you want to force it even further then add Innings Pitched (IP) as a stat category and increase your leagues Max Innings Pitched (if you are in Roto). We use IP in several head 2 head leagues.

then you might have to try espn but i don't think that is going to be a category either, so you might be out of luck.
