She's really bubbly, really excited about everything, which to some people can be annoying, but up to date, she is a great person. She takes everything in stride, takes care of as many of her fans as she can possibly handle, and shows great maturity in her way of thinking.
As far as the person who said that she is living off her dad's name, that's really not true. She didn't get the part because she was Billy Ray Cyrus's daughter (who, by the way, essentially has only "achy, breaky heart"), she auditioned just like everyone else, and had to fight for it because she was younger than some of her major competitors.
If you are talking about the show's miley stewart being annoying, I won't say anything about that, but just remember that it is acting. Watch her in real person, being herself, remember she is only 14, and then compare that to the show, and it's simply a testament of her potential.
Now her laugh, some people might find that really annoying. Personally, I think it's kind of cute, whole-hearted.
