Because, for the most part, they were put there as part of a religious belief or ritual. Therefore, they are considered as part of the "remains" and should not be removed from the tomb.

The items found in tombs tell so much about the beliefs of the society that entombed someone. They tell a story, give a fuller understanding of the culture of the people, their religious beliefs, their day to day lives. They also give an insight into the person in the tomb. When you remove these objects, they lose meaning. They cease being part of the whole, and become simply "precious" objects to put on display so people can ooh and aah over them. Its like removing one piece from a puzzle. The puzzle is no longer whole, and is simply junk after that.

It's called theft if you take anything from a tomb without permission of family or those in charge of the tomb (if there is not know heir). Depending on where you are penalties can range from fines to time in jail.

Items in a tomb should stay in a tomb because they are still the dead peoples property.
