As others have mentioned, they are supposed to be 'Harajuku Girls', a term originated in Japan and perhaps more frequently used in America to describe the kind of style affected by the girls in a particular district of Tokyo. Gwen's use of them seems to be a stylistic statement - they not only appear in her videos but accompany her everywhere the media is likely to be. Though they may or may not be her friends, they were all hired to play their roles. They go by they names from Gwen's solo album ('Love', 'Angel', 'Music', and 'Baby'). They're Japanese, and she's always had them in her 'crew' since she's been solo. 'The Harajuku lovers'. Personally I feel it to be a bit exploitative.

Its for publicity, they will follow her everywhere, she described them as "her imagination". Its almost like a trademark
