They weren't. They were added later in a document called the Bill of Rights. They got added due to the need to protect the citizens of the nation, and to get the Constitution ratified by the states. Without them they wouldn't approved.

Basically the Constitution declares how the government should work and the bill of rights protects the citizens from abuse by government when it is working. If you look back over the history of the world you see a common thread that it has been governments without limits that have caused the greatest atrocities against humanity.

Because without the assurance of those rights by the Constitution, the government would have had more expansive power, and the intent of the writers was to limit the power of government, especially the federal government.
