Should decent Orphanages be created to house the children of unfit multiple felony offense welfare mothers?

I have met a few women like this who are unfit mothers whom the system keeps giving back there children even though there are people who wanted to adopt them thus take the children off the welfare roles and place them in a better safer place but the courts keep giving back her children. Last I heard her children and she were out living on the streets because she is too busy partying up to keep a decent place for them to live. I helped her out at one time and watched it all.

Right after the spots are filled up with the kids of jet setting celebrities too bsy partying to watch their own kids, rich lobbyists and arms dealers who sell our soldiers down the river, politicians who continue to make deals with druglords while they mastermind the drug distribution channels (yes, all the way down to the addicted mothers on the street), right after the children of suburbia whose daddies and mommies are too busy making money to care that their kids are bullying others on the internet (while they pop ecstascy and experiment with meth).
