do a lot of research and start early. I don't know how bad your writing skills are so I can't really suggest anything else.

The vast majority of research papers are point/counter point, meaning, you research both sides of a particular issue. That said, your topic would be difficult to explain the positive sides to steroid use, other than larger muscles, etc. It would be wise to research the history of usage in sports however, to make a point on 'steroids through the ages'. Then you would need to make a point on why steroids are bad; negative image to kids, health side effects, fairness in play, etc. Thus you could research the moral impact that sports and steroids have on our society today.
Good Luck!

Oh. I'm assuming that it's the use of steroids in sports. You could do:
Introductory Paragraph: Find a story about an athlete who used steroids and tell what happened to him, such as "John Smith, a weight-lifter on the Acme Weight Team, was determined to be a winner. He worked with his coach and pushed himself to do better all the time, but during a lifting meet he collapsed and died shortly afterward. Doctors determined that the cause of death was the abuse of steroids." Something like that. There are tons of newspaper and magazine articles out there about steroid abuse and what happened to the people who took them. Then, state your points about steroids in your thesis statement.
Your points could be "history of the steroid," "the effects of steroids on the body," "pressure on athletes to use steroids," and "the effects of steroid abuse."
Finally, ask your teacher if there is a certain format you should follow or sources that he would recommend. Good luck.

First research what the affect of steroids have on the body in general, both good and bad.
What were steroids first used for? When were they first used?
What do they do to the body of an athlete? When overused what happens to the body?
How can we stop the use of steroids in the sports world?
These are just a few questions you might want to answer. Good luck on your paper. :-)
