I might have put my hand in the water with soap on it. Now there is some foam/bubbles that builds up around where the filter spits out. I will use a clean container to scoop the bubbles out but it always builds back up. It is not very high and is moslty just a bunch of bubbles. I have a filter. Should I rinse out the filter or something?

If you only put in your hand that may have had a little soap on it, then that's not really enough soap to cause major problems. Do a partial water change and replace the carbon in the filter and it should be fine.

When this has happened to me, I've taken my fish out and ran fresh water in my tank for about 2 min. of over flow, then scrubbed the tank with a scrubber (no soap of course) and done the overflow again. I suppose that just running fresh water through the filter might do it since all you did was put your hand in. BUT some soaps seem to stick tenaciously to glass so if you keep seeing bubbles of soap try the suggestion above.

Some fish such as bettas make foam areas as part of their natural nursery duties. The male creates the nursery then the female lays eggs in it. Then she goes away and the male tends to the young.

You might research your fish types at the free dictionary.com. It isn't just a dictionary as you will see. Also, try calling a good Aquatics petstore (not petsmart, petco, etc). The staff may be able to help you identify the problem and know what to do about it, if anything.

If all that fails, clean the tank as the others have suggested. Good luck!

I would suggest a 20% water change for two days. Then take a day off. If there still is evidence of soap present and your fish haven't died, do a third 20% water change. Don't do a major water change at once, as this could kill them as well.
A filter change wouldn't hurt.

Before you change the entire water supply in your tank, I would recommend looking up your fish species and see if you have any that are bubble nesters. The first time I got a betta, I thought somebody'd put dish soap in my fishbowl, but he was just ready for babies. ;) If you've not got any bubble nesters, then go ahead and do a 75% water change and check your pH levels.

I had some soap get in my tank, but it was from something different, I just did a water change along the top and the fish are still fine, you may want to do as big of a water change as you can

If you empty and clean everything, you will have to cycle all over, this will be alot of work!
