Not sure what you mean, senior citizens are independent. if they have health problems they may need help with some of the heavier tasks like house-work, but they should always be allowed to keep their independence. I've worked with the elderly and they don't need encouragement they cling onto their independence for as long as they possibly can

This is an interesting question, but I don't think it's about encouraging as much as enabling. In summary, I think the answers is partly community and partly technology.
My grandmother was very independent all her life, but because of general frailty and decreased mobility in her old age, it did impact her independence.
She was very fortunate in having good links with people in her community who could help her with things and check in on her.
She was also lucky to have level-access steps at her front door and a mobility scooter which meant she could take the dog out. She was limited in going into town because the scooter she had wasn't easy for her neighbour to lift into the back of his car.
Unfortunately my nan was partially sighted, but senior citizens are the fastest expanding group of IT users. Training older people to use IT e.g. for shopping etc, can also play a part in enabling independence.

The only time that a Senior citizen would need encouragement to be independent is due to health or abuse, in which case they need professional help to learn to understand their limitations nowadays.

Most elderly people I have met are extremely independent and fight very hard to stay that way. They have a lot of pride and self respect. Clearly, some older people cannot look after themselves due to illness etc - unfortunately, lack of social services like meals on wheels which has stopped does not help people to remain independent. We should respect our elderly people.

I am as independent as you can get and do not intend to lean on family or friends. I don't want anyone messing about in my life. I am quite capable of taking care of my needs.

Come the day when I can't, I hope the good Lord will take me home.

Senior citizen should need company not to be left alone.
