There are many places in the world that never get snow. Places near the equator, if they are not in a mountainous region, would probably have zero-snowfall rates.

because as far as snowfall is concerned.. there are hundreds of cities that receive NONE every year.
most countries near the equator dont get any snow except on the mountaintops.
