You will find that a five star in India is VERY different from a five star in Canada or Europe unless you are into the chains that strive to keep the same quality up around the planet. Often with varying success.
Resorts and hotels. They system is the same. I do not think there is much difference although resorts tend to be more casual in dress and more laid back but the quality of service and decor of equal level. Most actually advertise as resorts and hotels.

Generally, all 5 star hotels will be of a similar standard, but there are different raters, so it depends on their criteria. A 5 star hotel in the UK, the US, Australia, Canada etc may not be quite the same as a 5 star hotel in Panama, Bulgaria or India, although a 5 star in those countries will obvious be better than their 4 star hotels etc. The big hotel chains, such as Hyatt, Radisson and Hilton, are all pretty much the same everywhere.
Not quite sure what you mean by "are 5 star hotels resorts?" but I'll have a guess and say 'no'. Just because an establishment is a 5 star hotel that does not make it a resort. A hotel is a hotel and a resort is a resort.

Star ratings depend on the country and related standards.
Standards can be set by an organisation recognised by the industry in that country. In most Western countries the compliance is pretty good, but they do vary. 5 is the highet and 1 is the lowest. Typically they run like this:
1 star = youth hostels / backpackers /
2 star = basic hotels
3-4 star = standard international hotels / serviced aparments / serviced condominiums
5 star = de luxe or luxury hotels
In countries where standards are not run by an organisation or international standards are not recognised, it's down to a reputable online reseller to inspect the properties and grade them accordingly.
So providing you with an accurate comparable list is not possible.
Go to a directory of hotels organised by star rating and look at the images and descriptions. You'll get an idea of how they vary in terms of price and what they look like. There are filters to sort these options on this site:
