4.50 inches is equal to 114.3 millimeters, and they wont fit on a 4 x 100 millimeter hub on the civic.

Most wheels I have seen lately have 8 holes. 4 to accommodate the 4.25 pitch and 4 to accommodate the 4.50 pitch. If they have 8 lug holes, then, yes. If they have 4, then, no.
