I'd say it was a parody of the "Fun with Dick and Jane" series of reading primers popular in the '50s and beyond.

A real quotation would look more like this:

"See Dick run. Run, Dick, run. See Jane jump. Jump, Jane, jump."

I doubt that there was ever anything about Jane jumping on Puff. Whoever wrote that was injecting an element of sadism, sexuality, or both.
