Click the lock that appears next to the layer in the Layers window. It should disappear.

In your Layers palette there are icons underneath each layer which tell you what's being done to them at that moment. The icon for a "locked" layer is a chain, or two links in a chain. If you click on that, it should unlock the two layers which are locked together. If you've merged them together rather than locking them, the only way to get them unmerged is with the undo function.

Double click on the layer and hit ok and it should be unlocked. Good Luck.
