check and see if the seller supplies the arming instructions, they often do, instructions on arming a new remote are in your service book, or as a last resort, ring a local bmw dealer.
They are simple to do, some require as little as holding a button in for a few seconds.

follow these steps:
#1. open and close the drivers door
#2. insert the the original key and turn 1 click
#3. then turn it back and remove the key
#4. While holding the 'lock' button on the key, press the 'unlock' button 3 times then release the 'lock' button.
everything will start moving
#5. Insert the new key and turn 1 click
#6. turn it back and remove the key
#7. While holding the 'lock' button on the key, press the 'unlock' button 3 times then release the 'lock' button
if done correctly, the doors will lock then unlock.
