Here is a list.
Mainboard - I like intel. you can get a dg965ss pretty cheap.
Processor - you buy this separate from the mainboard, but the socket must match. The mainboard above will support Intels new core2duo processors (and most other Intel's)
RAM - get at least 1GB, 2 if you can afford it.
Most mainboards have onboard sound, video, and network now, but you can upgrade by adding PCI based cards and disabling the onboard. If you do only one, buy a decent video card, preferably a PCI e16 if the mainboard supports it.
DVD drive - buy a dual-layer writer if possible.
Power supply - always buy bigger than you think you need. I like to go no lower than 450watts
Case fan - don't forget to add an intake fan to offset the outtake fans in the PS
Most people don't bother with floppies anymore.
Most mainboards have a bunch of USB ports included.

You need a motherboard, a CPU, memory, and depending if the motherboard has a video and sound card onboard, you may need to purchase these items as well. You then can add other peripherals such as CD or DVD Roms and Writers, and build it to suit your needs.
If you have no experience doing this, I would have someone who does guide you through the process. There are a lot of ways to damage the components and if you do something wrong, it could be a costly mistake.

To Build your system you'll need
1) Case (Check)
2) HardDrive (Check)
3) Memory
4) CPU
5) Motherboard
6) Powersupply
7) Gfx Card (If not built into the Motherboard)
8) CD / DVD Drive
9) OS
10) Grounding Strap
While Grounded, Install Memory CPU & Heat Sink into Motherboard
Install MB into Case
Install HardDrive Into Case
Install CD / DVD Into Case
Connect CD / DVD / HardDrives To MB
Connect Powersupply (Unpluged) to CD/Harddrives/Fans/motherboard
Powerup and if it passes the BIOS startup, install your selected OS

Look for a book on building a desktop computer. The most popular to build are IBM PC compatibles on a Intel/AMD cpu. If your really interested try Barnes and Noble, Amazon for the books. Decide if its a office computer, home computer, and what you plan to use it for? home finance, games, family picture editing, home users dont really need MS-Office spreadsheets or word processors. More a home finance, game, family picture machine.
