Many countries make it semi legal, if you have a medical permit for it, see link below for some.
In Mexico, possession under half a gram is legal.
In Bolivia and Peru, it is not illegal, but use is traditionally by chewing coca leaves or brewing them as tea... refined cocaine is an export product there, not for local consumption.

For some reason I feel it is, but I could be mistaking it for another drug, I have read in a national geographic magazine about an illegal drug that was openly used and substituted for the use of money!
Ok! I just went to the website and found it. So its not actually legal, but its true that there are communities that thrive on this drug!This one happens to be located in Colombia. For your research this would be very interesting. You might need the magazine for the whole report though, but maybe its at the library or something. But anyways go to nationalgeographic.com and search "cocaine country". very interesting story

Make sure you find real evidence for your report; do some real research -- some of these people just like to answer questions whether they know what they are talking about or not.
I do not know of anyplace where cocaine is legal. It is NOT legal in Mexico, that I know for sure. Maybe it is somewhere, but not that I'm aware of. Even in corrupt countries where it's openly grown for export, it's use is not technically legal.
Chewing "coco leaves," the plant that cocaine is made from, is a common practice among indigenous people in parts of South America (Peru, for example). I don't know if this is technically legal or not.
The fact that the plant grows practically wild does not mean that it is legal to harvest it and make cocaine out of it. It is common to do so, though, and corrupt governments may look the other way because it brings money into their country.
Cocaine is NOT used therapeutically (for medical reasons) in the United States, either. Some similar narcotic substances, ARE. But not cocaine, like what people buy on the street. It's different but similar.
Topical anesthetics may contain lidocaine or xylocaine. These are very different from cocaine.

The war on drugs has FAILED.
These type of drugs should be LEGALISED for personal use.
People are NOT going to stop doing them.
The BILLIONS saved from policing, persecuting and keeping personal users in JAIL for their habit or occasional use should be put towards fighting POVERTY - HOMELESSNESS and ADDICTION.
The money EARNED from putting TAX on such SUBSTANCES should be put towards SCHOOLS and HEALTHCARE and for places for kids to go when they are not at school so they are not out on the STREETS.
GANGS and CORRUPT Governments in 3rd world countries would not have revenue to FUND other ILLEGAL things like buying guns for KILLING or for funding WARS.
The countries that have LEGALISED such substances in my opinion are way ahead in terms of dealing with the problems that are associated with DRUGS.
Its time to WAKE UP.

I will avoid moralistic answers, because your question was posed from a legal standpoint, not a moral one.
Most coutries consider it a criminal offense to produce, distribute, store or sell drugs, as well as laundering the cash or assets that any such activities generate. However, in some jurisdictions the possession of small amounts of marihuana, cocaine, and other drugs is not considered a crime as long as it is only meant for personal comsumption and not for sale. Right now, I can think of Costa Rica and of Amsterdam as examples but I am sure there are many others.

i think there trying to do that in south america. becuase it's worth so much $$$$. that $$$ is not being distributed very good, so they want to legalize it. It's going to exist legal or illegal so why not make federal capital out of it. that way it can pay for good things despite the harm it might cause
