It sounds like your transmission is slipping. I would bring the car in and have it checked out soon...

well i cant tell you about speed, because different people feel different speeds, but the jerk could be cause by a few things.
the most common would be a dirty throttle body that is causing the plate to stick or a faulty torque convertor.

but there could be others, dirty throttle cable, bad brake calipers, numerous sensors, misfiring cyl, etc

i would start with the throttle body because its going to be the cheapest and easiest. I going to assume you know nothing about cars, so if you do i apologize for sound elementary.
the throttle body connects to the intake manifold. So look for your air filter, then follow the tube back to the metal part. if you remove the tube, youre going to see a round hole, with a metal plate inside of it. Being such an old car, your more then likely going to see a ton of black build up. this is what you want to get off. so unbolt the tb, and buy a can of tb cleaner (or if you only have one car, buy the cleaner first). then spray the inside of the tb until the black is gone. hook everything back up and go from there.
if you still have the problem, check the throttle cable. have a friend push the gas pedal and watch the cable. if its jerky and doesnt have a smooth motion, thats going to be your problem, and that would require a replacement.
next i would check the brakes. i dont recall of the top of my head if the towncars in the 90s had disc brakes, but since it is a former luxary car, im going to assume that it does.
The problem could be sticking brakes. You could clean them and rebuild them cheaply, but like i said if you dont have a good understanding of mechanics, then you may want to take it in. a 4 disc brake rebuild is going to be in the $300-500 range
so those are the things i would start with.
a torque converter is a much more serious problem and can be up to $2000 to repair.

It's not the transmission. The speedometer works off the tail of the tranny where the driveshaft comes out, and wouldn't read too high if the transmission was slipping. You need to look further down the drivetrain. It could be too short a driveshaft from the rear end shifting, a bad differential, or you're in too much of a hurry and you're spinning the wheels.

Its probably the transmission problem. The gears in the tranny is responsible from engine's rotation and the wheel's rotation. I believe the problem for ur car is that the 1st gear's teeth is wore out, and it cannot properly transfer the power. However, ur 2nd gear's teeth is good, when it shifts at 25MPH, it jerked due to the different rotation of the tire and the engine. When it gets over with the difference in rotation, it works fine. However, if a engine rotates differently from the wheel and you force them to do so in the next gear, either of them will break after more driving....

automatic, I presume. The governor is sticking due to dirty fluid. If it is a gm product the filter is plugged. Depends on value of the car, From the way you stated your question, I suggest you aren't a mechanic and should get a new car with a warranty.
