its pretty much self explanatory. A fixed pulley has no means to adjust it, an example would be an alternator, a moveable pulley would be something like a belt tentioner. you can adjust the height of the pulley.

Moveable pulleys are either adjustable or spring loaded.
Fixed pulleys aren't broken any more.
