I mean cars where the driver sits on the left and the passenger sits on the right ( US spec) cars which are driven in countries where people drive on the same side of the road as Americans.

You can legally import a right-hand drive car or truck to the U.S. from another country, provided it meets all the other federal regulations for smog & safety. Certain individual states have additional laws about importing a vehicle regarding how many miles it has or how old it is, for example California.

Vehicles with different steering wheel positions are sold in the U.S. - for example U.S. Mail vehicles, many of which are sold and driven privately after the post office finishes with them and years ago the McLaren F1 which featured a center driver position.

The reason U.S. cars are primarily built with left-hand drive is for safety reasons, so the driver can easily see around traffic, for example when pulling out from a parking space or passing. Owners of RHD cars in the U.S. have to be especially careful.

They can and are being imported to the USA. You don't see many because almost all European cars are manufactured with both left and right hand drive. You buy the one that matches your countries road laws.
