I just make sure I have lots of filtration, that way most of the waste makes it to the filter, except where it builds up in a couple of spots. About once per week I spend a few seconds using a a .5" hose to suck up the waste from those areas into a bucket while I do water change. Then I use a long spoon to stir up the sand in open areas to keep algae from groing on the surface. Because I syphon it into the bucket I don't care if I suck up sand - I can just put it back into the tank after.

Get a fish net and pick sections of the sand out with ait and try to sift it out, do this close to the filter and it will grab most of it before it gets to the bottom. This is an easy and inexpensive way to clean your sand. I hope this helps.

If you have a s/w tank trying purchasing some sand sifters. For example, Brittle Star fish, Blennies, Gobies, or Nassarius Snail. They work really well to keep the substrate clean and oxygenated. For freshwater, try algae-eaters like plecos.
