OK, the problem is my toilet will not flush all the way down. I have to flush it like 4 times to get it all the way down. It starts to flush but only goes like halfway every time. It's really aggravating. It's almost like you have to get the perfect flush in order to get it down! Can anyone help me?

I don't use a septic tank. I am plugged into the cities sewer system. Thanks though.

Try increasing the level of water in your tank. You may not be dumping enough water into the bowl fast enough to cause the syphoning effect.

Does your toilet tank reliably fill each time to an adequate level to do a full flush? Offhand, I'd say that your tank water level should rise to within 1-2 inches of the top of the fill/overflow tube. If the tank's water level is not consistently OK (approx the same level each time) then your fill valve is misbehaving. Or, maybe you're rushing to do a second flush before the tank is filled for another flush. Those are some possibilities.
A less desirable possibility is that you have a partial clog in the toilet drain. If that's a possibility I'd tend to recommend an auger over using a plunger.

If you haven't already, lift the tank lid off, flush the toilet and watch to make sure the the inside is working properly. It may be that the chain attached to the flapper needs to be tightened. If you are mechanically inclined this won't be a problem for you. A toilet is actually very basic in it's operation and parts. Take the lid off, flush a few times and watch...you'll figure out what the problem is.

No, seriously, check the water level in the tank. If it is full before you flush, and does not empty when you flush it, the chain might be too long. If the arm that pulls up the flapper is bent down, you may have to carefully bend it up, or adjust the chain. When the chain is too long, it lets the flapper close too soon.

If the internal adjustments don't work, I would advise finding out the last time your septic tank was pumped. This is often one of the signals.....the next signal could be a backup! Even the large capacity septic tanks have to be pumped periodically. Good luck.

in the tank of the toilet, check to see where the little hook is connected on the stopper, get it down as clese as you can to the bottom hook. this should help, and also try holding down the handle all the way when you flush...good luck

Sounds like it's partially clogged/blocked. I'd try a plunger on it.
