Service is probably tops for me. You can get good food at a lot of places but good service is harder to come by. And the lady talking about rude wait staff......I generally agree but I know wait staff also hate rude patrons.
Quality food is next. And please have the Item you are famous for!!!!!!!!!
Setting. I want good music and light levels and not to be bumped by every person passing behind my chair. I hate when a place tries to squeeze 30 tables into a space that can only hold 13.
Management. I want to feel appreciated. I can go spend my hard earned money anywhere and I chose to spend it at place XYZ. If something isn't right then I expect the server or manager to make an attempt to make it right. No the customer is not always right but an explanation would be nice when I am wrong. All it really takes is an "I'm sorry" what can I do to make it right" and I am perfectly happy. I will go back time and again to a place that acts like they want me there as opposed to being just another tab.

Friendly, professional service always important, the person who greets you first when going in the restaurant you want to relax have a nice time so that good service is always important. When you walk into a restaurant you already know what kind of food they are serving and more or less the prices. So yes i would say service.

If you are only limiting it to these 3 things, I vote:
1) Service
2) Food
3) Price
I love McDonalds food (Big Macs, Chicken McNuggets), but for the last 10 years the service has been so awful when I go that I find myself going less and less and am currently hovering at about once every 9 months and that is usually while I am traveling by car.
People have mentioned sanitation as being important, so I will throw in Atmosphere.
Some places are fun to go, others are quiet and romantic. I prefer the quiet romantic ones myself so my wife and I can talk without hearing a bunch of cell phones going off all the time or loud music blaring. TVs are a HUGE turn-off to us both as they distract us from each other and our dinner. Some places have friendly wait staff who really know their job, and do it in a non-intrusive manner (for the quiet places) or in an outgoing way (for the fun places). This contributes to atmosphere as much as service and for us ranks right up there almost at #1.

The food! after all we are going there to EAT right.... a restaurant with bad food and great prices is no bargain.
The perfect place would have great food at reasonable prices with excellent service.

Sanitary Conditions... without that I will not even attempt to try a new restaurant; that being said... good food, good service, and then prices....of course if the food is great and the service sucks, I would look to order out. I know I absolutely hate having to deal with rude wait staff....

All three.
Food is important because.....you want to eat at a place that is going to give you some good food for your $$$!
Service is important because.....you want to eat at a place where the people are courteous and friendly and bring your food on time.
Prices are important because if you are on a budget, you don't want to overspend and walk away with an empty feeling (in your wallet).
Wild Card: Sanitation: You don't want to eat at a restaurant where the bathrooms reek of dying flesh and the employees don't wash their hands!

they are all important. but price is the least, if you have amazing food i'll want to go. if you have good service that's a plus. but good service and bad food is not a reason to eat somewhere and i wouldn't suffer through horrible service for good food. when it comes down to it, it has to be a combination of at least the first two . keep in mind fair prices bring in customers too.if it's between joe smoe margarita for $2 a pitcher and country club margarita for $6 a glass, and i really want to get drunk, i'd good for poorer quality because i could get 4 glasses for a 1/3 of the price of the frou frou place.
