if they combine the UEFA champions league and the COPA LIBERTADORES to create like and international league among different teams in Europe and America?

I think it is a good idea, but it would have far to much travel involved, and any fixture across the Atlantic would be a severe disadvantage to the home side. Unless this was done in the in the summer months (or winter months I guess for some South American Countries) as a very fast paced tournament like the World Cup, then I think it would work out, but then there is the issue of having a host nation and such.

Think that instead of the World Club Championships with the winner of each region, they should just have an International club tournament with the top team in the major leagues of each country go. It would be a good indicator at how good your favorite club really is.

No. The competition would be on two very different levels and it wouldn't mesh well together.
