Yes, but there are some liquids that have very low polarity that may not make very good solvents.

Sometimes, but it depends on the substance being dissolved and the non-polar liquid. For instance sugar will dissolve in gasoline, but the plastic a gas can is made of will not dissolve. Both the sugar and the plastic are covalent substances.
