Build a java or perhaps even php or some other server-side program that fetches a perhaps encrypted file somewhere on the server side and compares it to a password entered on a form you have presented in an html file on the client side

You can either hide the content behind programming such as php or asp, or you can create a .htaccess file that restricts users from going to a directory without a proper username and password. Your hosting company should provide you with simple tools for this. If not, look it up using google, you should find excellent instructions for making your own.
