Thats kind of like asking how much it costs to buy a car. So heres your answer... $1 to $100,000,000,000 or more. in addition, if you dont have any idea what it is going to cost you, then you dont need to build it yourself. Get in touch with a builder, tell him EXACTLY what you are wanting to do, he can atleast give you an idea of cost.
Not trying to be hateful, but thats a broad brush you are painting with.

You might check with your local building inspector. In many locations, you can get a homeowners building permit for your own home, but if it isn't your own home (a rental), you must get licensed people to pull permits.
Cost depends on location, size, quality, skill and abilities.
