How do you put a horse tail bag on?How do you make one yourself?What kind of material?How long?How wide?

The main reason for putting them on my horses is I have a 2 yr old that wants to eat everybodys tail.I figured this might help some.He has balls to play with, mineral blocks,salt blocks & other stuff but the tails are just more enteristing to him.
