People could get a fake id, with a different name and everything, but the picute can be looked at, if you look like the guy/gal in the picutre, its mostly likely going to be your id. Thats why you get a new id every 10 years, to keep it updated, because when your 20, you ussually dont look alot like you are when your 80

This is a very different topic to make you write a paper on. Write about the history (maybe how a person died and they weren't able to easily identify because of no picture on ID right away?) Make it a story to start and then write about how it has increased our ability to track ourselves and protect ourselves against fraud. We need it to verify ourselves for purchase of liquor and even just for driving (maybe someone could steal it without a pic on it who knows what they could get with it!)
