I know the command to use is ipconfig, but say if you have more than one NIC card in your computer and you want to release the IP address of one of them, and not both. What is the exact structure of specifiying what NIC to use?

First you must have a device on your network that acts as a DHCP server (This allocates IP addresses automatically).
Then go to Start/Settings/Network Connections and right click on the network card/connection you want to automatically have a ip address assigned to and click properties.
(Note the name of this connection as well, for this example we'll call our connection LAN1)
Highlight TCPIP Protocol and click Properties.
Click "Obtain an IP address automatically"
Then click OK
Go to the start button, click run and type the word:
cmd
and click OK.
type IPCONFIG /ALL to show you all network connections for your PC, it should now have released it's old IP address, contacted the DHCP server and obtained a new address.
If it hasn't for some reason you can type :
Examples:
> ipconfig ... Show information.
> ipconfig /all ... Show detailed information
> ipconfig /renew ... renew all adapters
> ipconfig /renew EL* ... renew any connection that has its
name starting with EL
> ipconfig /release *Con* ... release all matching connections, eg. "Local Area Connection 1" or "Local Area Connection 2"

the ip address cannot renew if the network is not using DHCP, you might have a 'static ip address' typed into your computer. Computers prior windows'95 and apple 1994 did not support it, service packs, other programs and patches were used.
Windows has an option to fix the network card connection, that usually renews the IP address of the machine. It is possible during the business day the IP address allocated to your department room (physical office floor) runs out. About 200 computers, printers, routers, switches, hubs, gateways, servers, and other devices to 255 max. the network might slow down if there are too many also. So a network segmentation needs to occur.
