What was the escrow account for? Was it for the off chance that you may owe rent when you left? Was it for a portion of utilities, or taxes or anything like that? You should check your lease and see what exactly the escrow account was for, and what it says about getting the money back at the end of your tenancy.

If you don't have a lease, or anything that specifically talks about the escrow account and what it was to be used for, then thing will be very difficult for you.

If (according to your lease) it turns out the that landlord is holding your money illegally you can always take them to small claims court, but depending on how much money in actually in that account it may not be worth it.

Good luck

Only an attorney can help you on this one; I've never heard of such a thing.
