Depends

In most poker games 23456 is better (6 high straight is better than 5 high straight)

In some games, A2345 is better (example, razz or lowball draw)

In high-low split games, 23456 will win the high pot over a A2345 and the latter will win the low pot. Here, however, I would much rather have the A2345 since this hand cannot be beaten as a low hand but the 23456 is still vulnerable to better high hands (e.g. flush, full house, etc)

23456 as the A is considered to be a low card, the only way A-2-3-4-5 can beat 2-3-4-5-6 is if it is a straght flush, all of the same suit

if you're playing for the high hand it's 2-3-4-5-6, making a six-high straight

if you're playing for the low hand it's A-2-3-4-5, making either a five-high straight(if the straight counts against you, in games such as 2-7 lowball), or as a five-low or the wheel, which would be the best possible hand, in games like razz or A-5 lowball where the straight doesn't count against you

23456 is better unless the form of poker you are playing is Razz. In the Razz rules: http://www.theultimatepokerguide.com/article.php/razz-poker-rules you can see that A2345 is the best hand possible in Razz.

But in any other form of poker such as Texas Hold Em, 23456 is the better hand.
