I got a new hard disk, i connected it to my pc and installed a fresh copy of window xp - after i disconnected the old hard disk
now i wanna transfer files from the old disk to the new one
but wen i connect both of them at the same time, it says "disk failure and never turn on the windows..
it only works when i connect only one of the disks
what's wrong?

That sounds like you have the jumpers on the hard disk set wrong, probably with both to Master. You will need to change the jumper switches on one of the hard drives to slave. The hard drive will likely show you where the jumpers go.

Set both drives to cable select with the jumpers and then put the drive with the good copy of windows on the end of the cable and the old drive in the middle of the cable. Check the BIOS to make sure that the correct drive is showing up as the master and continue booting into Windows. Use Explorer to move your files.

You need to go into bios, or system setup when the pc boots up. Then select the old hard drive as a "slave" drive. When this is done click save and exit. Once you log into windows go to my computer. You will see both drives there. Just click and drag!

you need to set the new one as the master and the old one as the slave. check the hard disk's manual (if any) on how to set the jumper (the tiny square plastic-like piece attached to 3 pairs of tiny pins at the back of the hard disk). if no manual is included, see at the body of the disk for some sticker or any clue on how to set the jumper (it depends on the manufacturer, i guess).
mine is a maxtor. i had no clue on how to set it (no manuals on setting the hdd as the slave, only a tiny sticker showing how to set it as the master), so i tried taking the jumper off. it worked with me, so i figured out that what i did was correct (and my friend confirmed it later). so it might work for your hdd too.

Use drag and drop, just open a window for each drive, then highlight the files you wish to copy, then using your mouse drag and drop the files into the second window. That will copy them to the second drive.

yes you can, but if you connected both to a same IDE, you must set one of them to MASTER, and the other to SLAVE, do it with JUMPERS behinde the HDD.
