ice is clear because its just water frozen, and in a massive solid form, where snow is just tiny little ice crystals that have different patterns that take the color white

Ice is white, or foggy, from the impurities in it. In order to get clear ice you have to keep the water in motion as it freezes and siphon off the top few inches. The remaining ice will be clear. This is the method used by the Union Ice Company to make the 300 pound blocks used for ice sculptures.

light refraction. snow is complex in form with lots of adjoining crystals so refracts light to give a white colour, ice is more uniform and light is not so much refracted and gives a clearer appearance
