if they deduct 1/4 point for a wrong answer, and don't deduct anything for a skipped answer, is it better to not answer something you don't understand than risk getting it wrong and getting a deduction?

Overall, you have to answer enough questions to obtain a decent score. In a way, you are correct. If you absolutely have NO idea about an answer, then it should be skipped so it does not deduct from your score. However, if you can narrow down some of the possibilities, then you may be better off taking an educated guess than skipping a question. It depends on your confidence level in your answer. If you are relatively sure of an answer, then you should answer it. If you are 50-50 about a question, then it may or may not be better to guess. It becomes a real toss-up at that point. Only you can decide, though, which questions you will and will not answer based on your own confidence level.

If you cannot understand the question at all, and have no idea what the answer is, skip it. If you can eliminate choices to narrow it down to 2 or 3 answers, guess.
