Of course. Many companies like Acer, MSI, and Asus do their manufacturing in Taiwan. My old Compaq presario laptop was a huge pain in the ***. I had to RMA it several times due to overheating, and random shutdowns.
Compaq was very good about covering the warranty issues. I was also lucky to have an extended warranty since the issues continued well past the first year I owned it. The laptop was purchased before Compaq and HP merged so I believe their quality is better now than it was then.
I currently own a Gateway laptop that I've had since November. I've liked it much better than the old Compaq. It runs cooler and hasn't had any serious problems. Gateway has also released Vista drivers and software for it in the event I ever want to install Vista.

Unfortunately, even Apple has, at a minimum, parts that are made in China. Since this is a concern to you, I recommend you get your computer from a local computer store with local service, where the person you call on the phone speaks English. This will eliminate Dell. If it is any consolation, very few tools are made in the USA anymore, and that includes Craftsman.

According to their website, Dell manufacture their PCs worldwide, rather than mass producing the lot in China/Taiwan. For example, Dell PCs bought in Europe (and UK), the Middle East and Africa are made in a factory in Limerick, Ireland.
And their customer service is generally top notch.

Apple's warranty is AMAZING! I've had nothing but amazing customer service from them with people that actually speak english. Well worth the money!
