If you are talking about the animal kingdom as a whole then there are many. Terrestrial insects are unable to swim. If what you really mean is mammals then as far as is known then they can all swim. It is a myth that pigs can't swim they can and I have seen them do it. There are plenty of mammals that don't swim as part of their average behaviour, but when forced to e.g. in times of flood then they do if they have to.

I have to hazard a guess that land tortoises, especially the giant ones from Aldabra and the Galapagos Islands, probably would find it very difficult to swim.
