All those who have said 'Yes' sounds good but in reality there is no cent percent perfect way to block children from accessing inappropriate websites .
But we should try our level best :
1. Installing some good software and blockers available in the internet .
2. Try to block the Pop up .
3. Don't allow the children to do browsing in isolation.

I want to encourage a combination of both a hardware/software solution and proper monitoring/parenting. I say this because your hardware/software solution of choice is simply that... YOURS! It is only viable while your kids are on your machine. Teaching them safe Internet practices and what to do when they do inadvertently land upon a unsafe site and they will be prepared for the times they are not on your machine and under your supervision. And there will be those times to be sure!
