I have tried vinegar and hard water removers, and nothing worked. Any suggestions?

Since you've already used vinegar and hard water removers and it didn't work, maybe the the film you're seeing is actually tiny scratches that have dulled the glass. If they are scratches and they aren't too deep (if your fingernail doesn't get caught in them), you can try buffing them out with white toothpaste.

I use baking soda to soften my hard water...it works for me...you are suppose to rinse the glass plates in vinegar the first time they are washed...it helps prevent film buildup

They could be permanently etched from abrasive cleaning products or acids in the storage area (like the breakdown of marble statutes from the acids caused by exhaust fumes). It could also be over spray form some past painting project - in which case try rubbing alcohol. Also try mineral spirits. Any solvent will take some elbow grease. Good luck.
